While I personally believe Section 2 didn't directly kill Raballo, if they had, I could see it going down as you described. Good

Its no great secret that Section 2 off'd Rabello, and that Jean had his hand in it. At least it is my opinion.

Although I did notice that when Rabello gave Claes her glasses and keys to his room, he was without his cane. Is it possible that Section two gave him a new knee and with it he was able to go back to the Miliatry Police, and his death a cover up?

I do not doubt Section Two ordered it, I just don't think they had an active hand in it. I think they "sub-contracted" it out (hence, in my OC universe it remains an unsolved hit-and-run). I would not be surprised if that sub-contractor was then killed, either by Jean or Rico, to ensure the trail died there - literally, in this case. Easy enough to tell Rico the "contractor" is a bad man and eliminate him.

I believe Jean is heartless enough to do it (his desire for revenge outweighs everything else so he'd kill Raballo to keep the cyborg program in play), but there is always the worry that just maybe it doesn't go to plan and the risk of him being caught strikes me as too great for him to risk himself or Rico (again - Jean would not want to risk the exposure of the program).

It's why I don't think Rico was responsible, either. One, she arguably was re-conditioned like the others to not attack their fellow cyborgs and handlers after Claes and Henrietta tried to kill each other. Two, there is the risk Rico would reveal it to the medical staff during one of her "Q&A sessions" with the medical staff. Even if Jean ordered her to keep it quiet, they do drug them up for at least some of the "Q&A" sessions - likely to make sure they talk.

Then again, this all assumes the SWA really knew what Raballo was up to and burned him. It may very well have just been a tragic accident. He wasn't the most ambulatory of people and anyone who has been in Rome knows full well you take your life in your hands when you step into the street when it comes to traffic.

A good fanfic, nice competent Rico characterisation, a bit of Jean sympathy as well.
