Sasahara17's proposal; Echoes

Gunslinger Girl, 'Echoes'.

Interpol Armed Operations Division Nine, A.k.a. Phantom
-
Summary; “The leakage of cyborg technology into the black market and the subsequent use of cyborg operatives in crime circles and terrorist outfits around the globe, Interpol created I.A.O. Division Nine, more commonly known as ‘Phantom’, to control the cyborg arms trade and eliminate its source.”
-
Taking place over five-six years after the start of Gunslinger Girl, ‘Echoes’ is meant to focus on two things; the world perspective of the support personnel in a cyborg agency and how they cope with their conscience, and the GSG would several years down the line.
The story kicks off when a WTO meeting is attacked by terrorists using illegally produced cyborg operatives (CIA covered it up), prompting Interpol to create something to solve the problem, Division Nine.
Gunslinger Girl; ‘Echoes’ is told from the perspective of cyborg support team one, a crack team consisting of a mix of hardened veterans and untested potentials.

A veteran of many wars she is staunchly against the use of child assassin, but not because of idealism, but because of war trauma. Normally all business, one glass of beer and she’ll go completely bonkers.

Theobald (Theo) McReady
- Thirty one year old American. Ex-CIA, discharged along with Nev for refusing to interrogate one of the captured child assassins who attacked the WTO conference. Having fought against a cyborg before, Theo knows what must be done to stop further blood from being shed. He is the voice of reason in the team.

Neville (Nev) Johnson
- Thirty four year old Black American. Ex-CIA, discharged along with Theo for refusing to interrogate one of the captured child assassins who attacked the WTO conference. Recruited by Interpol, Neville is at odds with Fratello team ‘Alpha’. Loving father of three and a family man, he cannot stand to see Leah mistreated as she is.

Wilfred (Will) Steiner -Lead male-
- Twenty five year old welsh criminal analysist. Wilfred is wide eyed, idealistic and intelligent; Wilfred is thought to be the best criminal analysist in Scotland Yard. Although keen to stop the arms trade, Wilfred is staunchly against using child assassins, a concept he knows is necessary for victory but his conscience cannot accept.

Elisabeth (Elisa) C. Valerie
-Nineteen year old Corsican born brunette. Spunky and fun loving, Elisa is a master hacker, she was given an ultimatum of twenty years or to lend her talents to Interpol. Tries her best to befriend the girls, and is disgusted with the use of cyborg assassins for ‘personal reasons’. Incapable of holding a gun right.

Erickson (Erik) Fettel
- Twenty eight year old German detective. Erik’s keen eyes can pick out a needle in a haystack, and his skill with a quick draw is unmatched. However his lazy laidback attitude often puts him at odds with his more serious team members. His stance on cyborgs is indifference, having seen some really nasty stuff in his time as a detective.

Jonathan L. Davion
- The cold distant director of Division Nine. An old man of an indeterminate age, his wisdom and strength as well has his unyielding drive to fight the syndicates is the driving force behind Division Nine. Davion actually greatly respects the cyborgs and does his very best to help bring comfort to their short lives while stomping out the criminals.

Michelle Sung
- Thirty two year old Korean born tactical/operations commander, Sung is dependable and serious on the job, but once on leave she is often found chugging beer like water. Has many odd habits, including eating cat food. Sylvia’s drunken rampages are attributed to thus eccentric woman.

Professor Scott Manning
- A seasoned cyborg researcher, Scott has long learned to cope with his job. Good natured and perceptive, Scott is the clutch to lean on when the rest of his colleagues are depressed, doubling as their in house psychiatrist. He has three children and a wife living in a nearby settlement.

Juliet Montague
- The Chief Logistics officer. Juliet enjoys reading books and often quotes from them in her conversations. She also is a master gunsmith, having studied under a legend. Her dream is to find and study her master’s masterpieces; two heavily modified Beretta 96 Brigadiers that he made before his death. The guns are currently missing.

- A law school washout that was hired to clean the girl’s dorms.

Conditioning Level- High
Description
- A general purpose attack team. Disregarding everything in the Handbook, Samuel would be walking down the same path as the catastrophe known as the ‘Elsa Disaster’. Fortunately Leah’s mental blocks prevent her from even sneezing on him. Both Nev and Elisa endeavor to rectify this situation, but Leah is too aloof to respond.

- A relatively young handler, Max is a chivalrous ex-SWAT team member.
Iris (Stage Two)
- Independent young girl in her tale teens of unknown origin. Spunky and outgoing.

Conditioning Level- Low/Non-existent
Description;
- A team specializing in protection and defense, they are hands down the noisiest Fratello team in Phantom since they are constantly arguing with each other. They can bicker about anything, from their attack formation, current mission, their choice of weaponry and even about their bickering. Despite this they are very close, and act as if they have known each other for ages. They have an ongoing rivalry with Echo.

- Forty year old Es-Navy SEALS. Cool calm and professional.
Victoria (Stage Three)
- Young preteen Italian orphan who was involved in a car crash in Florida. Shy and quiet.

Conditioning Level; Medium
Description
- Another team specializing in protection and defense, Echo’s two members are strangely cold to each other, their relationship is purely at a professional level and both members rarely converse outside their jobs. Victoria even trains herself without Nick. This team has the closet working relationship with St-1 since they often are sent to guard the team on investigations. They have an ongoing rivalry with Charlie.

Fratello Team Hexmark (SWA)
Hillshire and Treila
- The dynamic duo is the most experienced Fratello team in Division Nine. Despite her age, Triela still has a few solid years still ahead of her and the duo has turned to less combat intensive endeavors such as training the other cyborgs (some stuff like experience can’t just be programmed in) in topics like advanced CQC and tactics. She often talks of her sisters in the SWA.

SWA characters Five years on…
Henrietta is retired, and now an instructor imparting practical knowledge to newer cyborgs and serving as a councilor of sorts. Still partnered with Jose.
Claes was killed in action. Her body was apprently disintegrated, there wasn't enougth of her left to fill a tablestoon. Her grave is empty, something which saddens her sisters greatly.
Rico is bedridden from conditioning, but still capable of walking for short periods of time. Jean often visits with his new cyborg whom Rico sees as a little sister.
Angie… rest in peace. Marco is now a successful children’s book novelist married to Patricia in Rome. His charater Angelica is a popular character around the globe.
Petra is still active, working with Allessandro to root out Padania in Verona. Their relationship is complicated.
Beatrice and Bernado were ironically killed by a car bomb they failed to diffuse.

There are a total of ten cyborg teams (only two unamed, full list at request) and three other support teams (four in total) that only show up on occasion. The SWA also has inserted an informant in the Syndicate's ranks, but the idenity is a well kept secret. Most of the key characters are showcased here.

The main supplier behind cyborg technologies, they are the cause behind the cyborg arms trade. Ruled by a council of twelve, these men view their new technology as good business, disregarding the violence caused by their indiscriminate sales of cyborg tech.

Madame Ophelia Dante
-Matriarch of the Dante family. Colds and calculating, but caring to her granddaughter. Wants revenge on the Russian Mafia.

‘Alice’
-A raven haired Stage Two cyborg appearing to be in her late teens appropriated by the Syndicate, Alice is their back hand. Dressed in a ridiculous French maid costume this raven haired killer is more than a match than any of Divisions Nine’s Fratello teams despite her choice weaponry and outfit. Cold and calculating, Alice is more machine than human in her thought processes.

‘Dorothy’
-A red head Type ‘X-2’ cyborg appearing to be in her mid teens. Hot headed and loves fighting. Uses weapons no normal human being can wield. Psychotic and nigh uncontrollable, only Madame Ophelia can control this mad woman. Has a one-sided rivalry with the more skilled Alice who simply could not care less. Does not take defeat very well.
Weapons; IMI Desert Eagle, Specifically built Pancor Jackhammer, DENEL PAW Grenade Launcher, M60 Machine Gun

‘Wendy’
- Albino Type ‘X-2’ cyborg appearing to be in her mid teens. Timid and shy, Wendy tries took keep distance herself from her two superhuman sisters. She befriends Freda and Manju and associates herself with the lower members of the Syndicate. Wendy does not like violence, however when it comes to a fight, she is arguably the most dangerous of the three Dante assassins.
Weapons; Rapier, Kukri knives, Grenades... lots of grenades.

‘Echoes’ will occasionally focus on four lowly Syndicate employees as they attempt to cope with the guilt of what they do for a living.

Eugene Aberdeen
- An engineer in the Syndicate on the cyborg maintenance staff. Reel in by false promises, Eugene despises what he does and wants out, but know they’ll kill him if they tried. Friends with Freda, Lance and Manju.

Freda Johannson
- A ninteen year old glasses wearing Italian member of the Syndicate who is a rising accountant in their ranks. Freda is hardworking, cool headed and inquisitive. A gentle and friendly person, she has many friends in the Syndicate. Freda’s cooking is renowned throughout the Syndicate and many want to sample it. Likes reading books and fishing with her friends. Has a cat named Liora.

Lance Lauchland
- Hailing from Romania, this down to earth member of the Syndicate who acts as a truck driver, Lance is a likeable man with two kids and a mortgage. He is having serious reservations about their activities, but fears for his family and so does not do anything lest his family be hurt. Is a motor head and avid fisherman, often fishing with his friends.

Manju Shakti
- An MIT graduate from India, Manju works as a sales representative of the syndicate. A mobile phone collector and walking Fashion statement, Manju often drags the reserved Freda to the mall. In exchange she follows Freda to the lake. Is fearful of the cyborgs she sells, but befriends Wendy after a few encounters.

Cyborg Stages
-
Stage One; First generation of cyborgs. Most members of this model are ‘expended’ now except for a few special cases in the SWA. Although they are stronger than regular humans, these cyborgs pale in comparison to their newer counterparts. No further models are being produced in this stage and most of the remaining models have ‘retired’.

Type ‘X-1’; The cyborgs on the black market. Identical to the Stage Ones, except their life expectancy and resilience is three times that of their predecessor at the cost of strength and power. Much easier to maintain than the other stages by far, the AK 47 of cyborgs. and the main problem Phantom has to deal with.

Type ‘X-2’;The cyborgs developed by the Syndicate that are not for sale. Superior to the X-1s, these cyborgs are an even match for a Stage Three. The Syndicate keeps these cyborgs for defense against Interpol and any of their customers that may try to double cross them.

Stage Two; Second generation of cyborgs. While physically less powerful (cannot lift as much, etc…) these cyborgs have far longer life expectancy and are easier to train and control. Their sterling performance in the field ensured cyborgs will always be a staple in any agency that can afford them. Slowly being phased out in favor of the Stage Three

Stage Three; Third generation of cyborgs and the latest production level generation of cyborg assassins. Strength, durability, reaction time and speed are fifteen percent greater than the Stage One. Life expectancy is expected to be half that of a normal human (early 40’s). Much less expensive to maintain than the Stage Twos.

Stage Four; The still in testing Forth generation of cyborg assassin. Abilities will exceed the Stage Three by a further twelve percent and is three times more bulletproof thanks to synthetic skin. One such subject named Elaine exists in Belgium and is undergoing trials.

I declare this nifty. There is one problem which I simply cannot abide. Division 9? I know I'm horrible with names, but really you have to make them yours. For this reason we must now brain storm.

A name should tell you something about what a group does. Well this is about Regulation, and Control. It's about Cyborgs. It's International. Various other pop phrases work:

International Cyborg Regulation (Y/I). ICR(Y) / ICR(I)
Cyborg Control, and Regulations International. CCRI
Cyborg Regulations, and International Response CRIR
Cyborg Attack, Regulation, Extermination CARE
International Cyborg Attack, Regulation, Extermination ICARE
Cyborg Anti-Proliferation CAP
Cyborg Regulation, and Anti-Proliferation CRAP
International Mechanical Body Defense IMBD

Some are good, some are bad. Hopefully the get the ball rolling. My favorite so far is ICARE.

An elite russian solider good for only one beer?! Crazy! She should have issues with blood getting in their alcohol stream, not the other way around! Maybe she lets loose when drinking, but really. I mean okay a russian that can't hold their liquor, hard to believe, but yeah it could happen. An elite solider who can't hold their liquor, hard to believe, but it could happen. The two combined, IMPOSSIBLE!

About the name... that's why I went asking for suggestions! I think it's a droky name too. Don't worry, Divsion Nine is a WIP. Thanks for your suggestions.

The russion Spetnaz thing was supposed to me a lighter side of Slyvia. An elite soldier who can take a shotgun round to the stomach and still fight can't hold a beer. And sh's Russian too, which makes it doubly so.
It was meant to be Slyvia's embarassing 'dirty little secret' that she was hoping to high heaven her new collegues did NOT find out about, then Sung run up and jams some Wolfblass into her mouth.

So much for that Idea.

Sorry I missed your early call for a name. I remember it know that you mention it. However the vespa 'research' I did was simply to distracting.

As for Slyvia, nothing says she can't be a crazy drunk. Or for that matter that she lets loose at the bar. All I'm saying is she can't get ridiculous after just one beer. Now make that 7-10 shots of vodka, and you've got a reasonable amount of alcohol.

You beat me to it, Wileama. Smile In old encyclopedias (under "alcohol") they would give the leathal dosage, but there would be an asterix beside it saying "Does not include Poles and Russians". (Which was actually pretty discriminatory because there was a whole bunch of heavy drinking countries in the area, just most of them didn't even have a "puppet-government" like we did, they were just made part of Russia or you wouldn't hear of them in teh West)

Now about the organization:

Remember that it would proubably still be kept pretty secret so it needs a good cover up name. Like:
"The International Organization for the Promotion of Love and Peace"
or
"The World Wide Pacifist Anti Violence Group"

Now seriously. It needs an official designation that would be used in
documents. That part would be simple. MI, for example, stands for
Military Intelligence (MI-6), so they're usually not terribly fancy.

Since you made it a sub-division it could be a new sub-division of an already existing department that deals with terrorists in the possession of unconventional weapons such as bio/nuclear/military-hardware. It would also be possible that this department already has some cyborg teams in the other divisions, but this one is the first created specifically for anti-cyborg missions. This would proubably lead to some specialized anti-cyborg weapons and tactics.

Well, those are just random ideas, and it will still need a cool name or al least code name.

It's a lot of good material (I admit I only scanned it so far), so I'll come back (when I finish this damn paper) to it and leave some more thoughts, if I have any. Smile

Good points all around. The F-117 nighthawk was designated a fighter to confuse the Russians. Though if cyborgs attacked a WTO conference, the cat may be out of the bag. You also have to remember the anime law of ridiculous names. Though It is work a thought.

I wonder though. Exactly who is supplying alpha team fratello, and the like? Are they units lent out from other organizations like the CIA, or where the purpose created for this agency. I always understood interpol to be more of a system of connecting police agencies then an investigative body. Technically this might be better served by being UN like the IAEA, or maybe even a special NATO unit. Honestly though this is one of those facts that could get in the way of a good story. So in the end it would be better to play a little hard, and fast with the rules then keep it wholly accurate.

Well, the story is taking place in the future, so when word started going round that the Italians have these cyborgs most of the more militaristically inclined nations proubably started reaserch of their own, if they haven't already. If they have the'yd rush things in the fear that Itally may get ideas or precisely because they would start ot fear that this weapon could fall into the wrong hands.

p.s. Sasahara, is interpol as corrupt as the italian gov in your universe? The gunslinger one seems to imply that politics are corrupt in general, but can also be interpreted the otehr way.

With respect to the WTO confrence, the CIA covred it up faily well (the CIA is really efficicient here, Tom Clancy style)... despite this, several members of the world press know something is up and true to form are beginning to stick their noses where they don't belong. St-1 will have to deal with that.

The cyborgs are drwn from a pool of teams lent to Interpol from the various cyborg agencies around the globe and their HQ is in France. These cyborg teams are not the best existing teams (obviously the agencies are not going to let a bunch of cops have their ace sharpshooter) so in terms of skill, they are about even.

Interpol are a bunch of cops. Most of them, including many of the higher ups(but not all, there are one or two bigwigs who are real snobs), are regular nice guys who are forced to use deplorable methods to match their 'evil' they are facing.
Likewise there are politicans from the nations that made up interpol who are corrput, and there are several 'good'/'clean' ones too... except those are normally the crusading anti-child soldier types, who actually are antagonists in this context becuase they'll be doing their damnest to shut the cyborg agencies down while the rebels/crime lords/rterrorists have them.
I wanted the old saying 'fight not with monsters, lest you become a mosnter' to hold true, most of St-1 start out idealistic, but as time goes on they (much to their own horror) find themselves gradualy accepting the reality of their situation more and more.

When I read the character descriptions I thought that most of them seem a bit too idealistick and, well, good in general to be in a program like that. That's why I asked whether interpol was corrupt too (Maybe I'm living in an overly idealized view of the world, but I always think that people do not join these type of organizations without stuff in their haracters and personalities. A drive for something that can make such an employment more valuable then morality, fear, possibility of death, and so on.)

What you said makes a lot sense from the character development and theme point of view. It will be interesting to see where they may end up. Will they crack, become dissociated from their feelings, become depressive, or something completely different? What will they feel (anger, frustration, sadness?) and what will be the object of these emotions. You got me interested.

I used to have a lot of interest in the so called "abnormal-psychology" and defensive mechanisms (most situation induced, psychological abnormalities/problems are the result defense mechanizms, hardwired into the brain). I kind of dislike it now, but there is plenty of stuff that can happen.


[edit] I'm not saying people should go crazy. It's just that Jean before/after his family's death and Marco before/after Angelica's memory loss are completely different people.
