From what I can understand, Ernst is a Padania infiltrator. The game is a bit hard to translate without the furigana helping me.

Edit: Actually if I just read the manual I might be able to actually figure it out. Damn...kanji ridden documents.

Ernst was a Padania infiltrator. If I remember correctly, Ernst was trying to return to Padania to hand over information regarding the SWA and their affairs. Henrietta is there to stop him, hunt him, and end his days as a fratello.

...Ernst in the end got himself too attached to Pia...which is romantic...
